Online casinos are not licensed in South Africa
The National Gambling Amendment Act of 2008 was meant to create licences for online casino games, but those provisions were never brought into force. No South African regulator can issue an online casino licence today.
Why bookmakers offer casino-style games anyway
Some bookmakers have offered these games under their bookmaker licences, presenting them as bets on an outcome. In October 2025, in the Supabets case ([2025] ZASCA 158), the Supreme Court of Appeal held that a Gauteng-licensed bookmaker may not take bets on roulette, because roulette is not a sporting event under the Gauteng Gambling Act.
The ruling's reach is disputed
The National Gambling Board reads the judgment as applying more widely. The Western Cape Gambling and Racing Board has said its own law is different, and some lawyers argue the ruling is limited to Gauteng. Until the courts or Parliament settle it, the status of these games at bookmakers is uncertain.

Stay with a provincially licensed bookmaker. Offshore casinos are clearly unlawful, the NGB has had winnings from them forfeited by court order, and you have no local recourse if something goes wrong.
